      If a tap won't shut off, the priority is isolating the water supply to that fixture, either at the isolating stop tap under the sink or vanity, or at the mains if no isolation valve is fitted. Running water constantly can waste a significant amount and, in some cases, cause water damage to nearby cabinetry or flooring. Once the water is isolated, it's safe to leave the tap until a plumber can inspect and repair the fault properly.
